The text consists of two parts, which have been written separately after many years. The first part and most recently written text gives conclusions regarding ‘Advanced Neurobiology’ under the heading “Overview” and is followed-up by a much longer reprinted report, which had been published twenty years ago already, in 1995, via the R&D Activities of the EUROPEAN COMMISSION under the title “Observing research trends in modern NEUROSCIENCES” (report nr. EUR 16656). It presents summary reports on numerous high-level scientific meetings freely organized by outstanding scientists in various countries of the EU in those years which need no corrections after all. In the years after his retirement from on 1996, the author was regularly invited to the yearly “Conferences of the NOBEL LAUREATES meet Students” at the City of Lindau in Southern-Germany [1], where he took up new knowledge which he discussed in his late publications [2], [3]. Some years later he wondered, whether one particular area of scientific knowledge shouldn’t merit more attention to be named ‘Advanced Neurobiology’, the topic of this report. Nobody pushed him ahead as in earlier times and he wrote it relaxed thanks to the positive stimuli of his wonderful wife suffering from a CVA experience in a Belgian clinic.

Wolfgang Hebel, geb. 1934 in Duisburg, verheiratet, zwei Kinder, Diplom-Ingenieur Maschinenbau (Wärmetechnik, Kerntechnik), war zwischen 1959 und 1963 bei den LURGI-Gesellschaften, Frankfurt/M., von 1963 bis 1980 beim EURATOM-Nuclear Research Center, Mol/Belgien, und von 1981 bis 1986 bei der Europäischen Kommission in der Generaldirektion Forschung in Brüssel tätig (Bewirtschaftung radioaktiver Abfälle). Von 1986 bis 1996 war er in der Generaldirektion Forschung für die Vorbereitung neuer EU-Forschungsaktionen zuständig. 1996 wurde Wolfgang Hebel in den Ruhestand versetzt. Er lebt heute in Tervuren bei Brüssel.

Wolfgang Hebel ist Verfasser wissenschaftlicher Studien und Texte und nimmt an zahlreichen wissenschaftlichen Konferenzen teil (u.a. Nobelpreisträgertreffen in Lindau im Bodensee). Von ihm stammen 30 Veröffentlichungen: Artikel in Zeitschriften und EU-Forschungsberichte, anfänglich im Bereich der Kernforschung, später über Entwicklungen in der Grundlagenforschung.

The author Wolfgang Hebel was born in Duisburg, Germany, 1934. He is married to Eleonore Schilling from the historical town of Mainz. After his studies of ‘Thermodynamics and Nuclear Engineering’ at the Technical University Darmstadt, Germany (1959), he had been engaged as Diplom-Ingenieur by the LURGI Company (Subsidiary company of Metallgesellschaft) in Frankfurt/Main, from 1959–1963. He joined EURATOM research in 1963, and became a leading engineer at the Belgian Nuclear Research Center (CEN-SCK) at Mol (Province Antwerp) for the common use of the high flux test reactor BR-2 to the benefit of EU nuclear research activities (1963–1980). In 1981, he moved to the EU headquarters in Brussels and worked with the Research Directorate of the European Commission, first in charge of actions of the EU nuclear waste management program. Thereafter, he had been responsible for the preparation of new research initiatives of the EU Commission into fundamental research, from 1985–1996. Wolfgang Hebel published more than 40 scientific reports and research studies, initially in the field of nuclear research and later on trends of fundamental research, particularly in the area of molecular biophysical chemistry and the molecular processes of living organisms.
